CARMEL, IN -- According to a local news investigative team, the Carmel city attorney has used $13,000 of taxpayer dollars for private investigators over the past 24 months. The investigations included checks into Steve Lipman, the previous executive director of the Regional Performing Arts Center. The city attorney claims he was looking into serious allegations of wrongdoing.
